ZONING PERMITS/APPLICATIONS TO ZONING HEARING BOARD

Zoning Permit

$ 40.00

NOTE: Supplemental and final fees applicable to all applications:

1.All such reasonable legal, engineering and consulting fees associated with the Borough’s review, inspection, re-inspection and evaluation of any and all plans and documents submitted to the Borough in association with any application.

2.Any and all county, state, or federal fees or charges to the Borough associated with the application.

Variances, appeals, special exception, conditional uses, zoning amendments or other hearings requiring Zoning Hearing Board or Borough Council action.

$ 1,000.00 (Public notice and overhead costs, plus stenographic fee.Any balance will be refunded to the applicant.Applicant will pay any expenses above fee.)

2.Stenographer appearance fee – shared equally by the Borough and the applicant. The cost of the original transcript shall be paid by the Borough if the transcript is ordered by the Borough or shall be paid by the person appealing from the decision of the Borough if such appeal is made. The cost of additional copies shall be paid by the person requesting such copies. In other cases, the party requesting the original transcript shall bear the cost thereof.

LAND DEVELOPMENT

Land Development Reviews:

$ 300.00 per application plus $ 0.50 per square foot of building.In addition to the previously fees listed, a deposit fee of $1,000.00 will be held in escrow to pay for the following services if incurred by the Borough as noted.Any unused balance will be returned to the applicant, or a balance due and payable to the Borough will be required prior to issuance of any permits.

In the case of subdivisions and land developments, the application fee and per lot administration fee shall be paid only at the time of preliminary plan application. The applicant shall also pay to the Borough the initial per lot/development review fee at the time of preliminary application. This fee shall be held in escrow by the Borough and shall be used to pay all review costs. Should the costs exceed the initial review fee collected, the applicant shall pay to the Borough all costs in excess of the initial fee collected prior to the Borough granting any approval. Should the review costs be less than the initial fee collected, the balance shall be returned to the applicant.

SUBDIVISION

Subdivision Reviews

Minor subdivision (less than 5 lots along an existing public road):

$ 100.00 plus $25.00 per lot

Major subdivision (5 or more lots or any project proposing public roads):

BUILDING PERMITS

Building Permit – Residential

$ 250.00 plus $ 0.30 cents per square foot for habitable space; $ 0.10 per square foot for unfinished space.  

Additions:$ 150.00 plus $ 0.30 per square foot for habitable space;

$ 0.10 per square foot for non-habitable space.

Alterations:$ 40.00 plus 1½% of cost of construction costs. 

Basic Permit and Re-inspection fee - $40.00.

Building Permit – Detached Garages

$ 80.00 plus $ 0.20 per square foot

Building Permit – Electrical, Mechanical and Plumbing (Third Party Inspections)

All inspection fees as per the inspection agency’s fee schedule.

Building Permit – Non-residential – new structure, addition or alteration

Building Permit – Non-residential – new structure, addition or alteration (continued)

$ 25,000.00 for 500,000 square feet and greater plus

$ 0.10 per square foot.

$ 10.000.00 for 200,000 square feet to 499,999 square feet plus

$ 0.15 per square foot.

$ 2,500.00 for 50,000 square feet to 199,999 square feet plus

$ 0.20 per square foot.

$ 500.00 for 10,000 square feet to 49,999 square feet plus

$ 0.25 per square foot.

$ 3,000.00 for 0 square feet to 9,999 square feet.

Additions:$ 150.00 plus 1½% of costs of construction.

Alterations:$ 40.00 plus 1½% of costs of construction.

3.In accord with the Building Code Ordinance, the applicant shall pay to the Borough, in addition to the application fee, all legal, engineering and consulting fees associated with the review, inspection, re-inspection and evaluation of any and all plans and documents submitted to the Borough in association with any building permit application. The applicant shall pay to the Borough the required initial review fee at the time of application. This fee shall be held in escrow by the Borough and shall be used to pay all review costs. Should the costs exceed the initial review fee collected, the applicant shall pay to the Borough all costs in excess of the initial fee collected prior to the Borough granting any approval. Should the review costs be less than the initial fee collected, the balance shall be returned to the applicant.

4.In the case of non-residential construction, upon issuance of a zoning permit, the contractor or owner will deposit in an escrow account with Moscow Borough the sum of $5,000.00.When the account reaches a level of $1,000.00, it must be replenished to $5,000.00. This will apply to all construction of 50,000 square feet or less.For projects larger than this, the amount in the escrow account shall be determined by Moscow Borough.

5.Any and all county, state or federal fees or charges to the Borough associated with the application.

6.Any appeal of the UCC (Uniform Construction Code) requirements will be heard by the COG (Council of Governments) Appeal Board.Fees will be determined by the COG Appeals Board.

7.Permit fees not listed above to be determined by the Moscow Borough Building Inspector.

Pool Permit

$ 75.00 for an above ground pool.

 

$ 150.00 for an in ground pool.

Sign Permit

$ 50.00 (permanent signs allowable under the zoning ordinance)
